If you want to change this text on a specific label page, you have to create and publish a post under that label. If there are no posts published to a certain label, the message will appear for that specific label. This text cannot be modified since it automatically disappears when content is added.

Unfortunately, an author role on Blogger limits access to certain features like managing other authors, settings, and layouts. If you're the sole user and have accidentally made yourself an author, you're in a bind because you need admin rights to change a user's role. One possible solution is if the blog is still attached to an email account that has admin privileges, you can regain access through that.
