Are the stores allowed to keep the change if you are paying cash?*The store at Frankford Ave and Linden Ave Philadelphia Pa ***** has a sign at the cashier PAY WITH EXACT CHANGE OR CARD. DUE TO CHANGE SHORTAGE, WE WILL NOT BE ABLE TO GIVE YOU CHANGE. *I had no credit card on me just cash the bill came to **.** and they said they can't give out change. All the people who are paying with exact change why don't they have change to give out. *This is a nice scam your stores are doing is this being done everyplace? Before I contact the a local news station I just wanted to know what was up. How much extra are the stores making by not giving out change? Is that being reported on their yearly income tax as earned income? I used to shop at Dollar General a few times a week. I'll never go there again. I have other neighbors that feel the same way.*Just explain this to me if you can. Person goes in and pays with exact change **.**. The person behind them the bill come to **.**.
